The NotesPlugin (AKA 'Notes') is a very simple plugin: all it does is wrap the content of the plugin in a div element with a "banner_note" class attribute. It would have been named "NotePlugin" but there is already such a plugin included with JSPWiki.
This may be expanded in the future for some extra functionality but for now it keeps us from having to use a CSS class to contain notes, which won't work so well for transformations that may wish to exclude notes.
As noted above, the plugin body (the content between "[{Notes" and "}]') is used as the note content.
